E scooters are being trialled across the country but nothing is being done by local authorities or the police to enforce the law preventing their use on pavements. There has been at least one death and many injuries resulting from the unlawful  use of e scooters. 

The law must be enforced by the police. So far they show no interest in preventing the abuse of e scooters. There is no reason why a corps of e.g.PCSOs could not be created specifically to target these offences.

In conjunction with enforcement e scooters should have proper lighting, registration numbers, and their users must have third party insurance; the premiums could be deducted from their bank account as part of the payment for their use.
