Mass incarceration is a problem that has primarily impacted low income and colored communities. Certain communities and individuals are targeted by police agencies to fill up prisons. Many end up getting charged for a small crime but get a harsh sentence. This has lead for a stigma that individuals from a certain community or economic status are criminals. 
Therefore the criminal justice system should focus on rehabilitation for those incarcerated and on community engagement so that any bias can be addressed.
