End the suffering of Australian resident Tareq El-Ayeed : Bring his family to Australia

Tareq El-Ayeed arrived from Iraq by boat 2011. He was found to be refugee and was granted permanent protection visa.
After Scot Morrison became minister for immigration 2013, he issued Direction 62 directing his department not to process application for family reunion submitted by boat refugees.
Tareq is suffering from serious multiple disabilities leaving him in
need for constant daily care from family member, in addition to help from other state and federal agencies. We deeply believe that the only and best option is to urgently approve his wife's application to allow her to travel to Australia to be on the side of her husband and look after him. In addition, the long separation from wife and son had caused him to suffer from a major depression, which is negatively impacting on his physical disabilities and causing deterioration of these disabilities .
Despite requests from his treating doctors to department of immigration to allow his wife to enter Australia to look after her husband during this critical time, minister for immigration ignored all medical reports and requests.
The only hope for him is for the minister for immigration to approve partner application submitted by his wife.
Tareq did not meet yet his son, Fayez, who was born after he left Iraq.
