There’s absolutely no reason we should be fined just for enjoying a few beers on the beach on a gorgeous sunny day. 
The job of the police is to protect and serve. Who is being protected and served when we’re consuming a few drinks on the beach? Shouldn’t that money be going to more important things, like maybe protecting our schools instead?! 
If there’s a limited budget for the police to operate on, they should be spending less money on beach ATVs and more money on keeping the children and teachers safe in school. 
Enough with the needless fines and unnecessary spending. Let’s give the power back to the people and help reallocate spending to where we really need it. 
If your job is really to protect and serve, then prove it. Protect us and serve us in the ways we need it, not by giving us a hard time and ridiculous fines just for having a few beers on the beach.
