We, the undersigned, call for immediate awareness and a full investigation into organized harassment, unlawful digital monitoring and electromagnetic weapons. Across the United States, growing numbers of individuals are reporting stalking by proxy - a coordinated form of community harassment where multiple people or entities participate in the targeting, surveillance, or intimidation of an individual. These actions often extend to digital spaces, where victims experience unauthorized infiltration of their electronic devices, including phones, computers and smart technology.  This infiltration also includes electromagnetic weapons used that ultimately cause Havana Syndrome currently known by the U.S. Government as Anomalous Health Incidents.

• Neurological and Cognitive Symptoms 

Pressure or vibration in the head
Constant Ringing in the ears primarily in the targeted individuals home
Vertigo or Dizziness
Headaches or migraines
Confusion or difficulty concentrating, (brain fog) 
Memory problems or short term memory loss
Disorientation or feeling spaced out 

• Auditory and Sensory Symptoms

High pitched sound, buzzing or humming not heard by others.
Lack a sense of directionality (can't tell where the high pitched sound is coming from)
Sudden feeling of ear fullness or pain
Temporary hearing loss or distortion of sound perception
Visual disturbances (blurred vision, light sensitivity, eye pain)

• Physical and Systemic Symptoms 

Nausea or Vomiting 
Fatigue and exhaustion
Balance problems (trouble walking straight or standing steady) 
Sleep disturbances 
Neck pain or pressure
Sensitive to light or sound

• Long Term Effects

Chronic headaches and migraines 
Ongoing dizziness and balance issues
Cognitive difficulties (post-event brain fog) 
Emotional destress, anxiety and irritability 
 

We urge policy makers, law enforcement agencies and community leaders to:  

Recognize stalking by proxy as a form of organized harassment that is criminal in nature.

Recognize that targeting individuals with electronic surveillance and electromagnetic weapons is criminal in nature  
Establish clear reporting and protection mechanisms for targeted victims.
Allocate resources for public education and protection for targeted individuals.  
Create laws that deter organized harassment, the use of electronic weapons, and electronic surveillance.
Create laws that make targeting individuals with electromatic weapons causing Havana Syndrome, officially referred to by the U.S. Government as "Anomalous Health Incidents" as  a criminal offense.

Recognize that American civilians are being targeted through organized harassment, stalking by proxy and electromatic weapons

What makes Stalking by Proxy particularly sinister is its covert nature. It shares disturbing similarities to historical programs like COINTELPRO and MK Ultra, where the perpetrators employ "no-touch torture" through electronic weapons and technology infiltration, subjecting individuals to around-the-clock monitoring and organized harassment. This is an illegal "Unacknowledged Special Access Program" that targets individuals in America and around the world. We advocate for the rights and wellbeing of targeted individuals that are currently being harassed in their communities through stalking by proxy, electronic surveillance and electromagnetic warfare.  

These activities, if verified, represent serious violations of civil and constitutional rights including:

The Fourth Amendment right to privacy and protection from unreasonable searches and seizures.
 The First Amendment right to free speech and association without coercion and fear.
The right to live free from harassment, intimidation and technological abuse. 

We are calling for:

A federal and state -level investigation into claims of stalking by proxy, organized harassment, unauthorized electronic surveillance and electromatic warfare against American citizens. 
Independent cyber security audits to identify unlawful device infiltration and data manipulation. 
Oversight and Accountability for any government agencies, private contractors, or community programs found complicit.
New legislation protecting citizens from digital harassment, invasive monitoring, and misuse of surveillance technology through electronic weapons.
 

Why this matters: 

 No one should have to live under constant fear, through digital intrusion, electromatic weapons and targeted organized community harassment. Every person deserves safety, privacy and peace of mind - in their homes, their communities and within their personal electronic devices. 

We urge lawmakers, civil rights organizations, and digital privacy advocates to take immediate action to protect the public and restore trust.
