The Encinitas Union School District has developed a safe plan to move to Phase 3, which includes 5 days of instruction per week with a shorter-than-normal school day, with the input of teachers, administrators, and parents. 

According to the California Department of Public Health's "COVID-19 and Reopening In-Person Instruction Framework & Public Health Guidance for K-12 Schools in California, 2020-2021 School Year," issued January 14, 2021:

"K-6 schools in counties in Purple Tier...are permitted to resume in-person instruction (when) the adjusted Case Rate has been less than 25 per 100,000 population per day for at least 5 consecutive days. This case rate reflects recommendations from the Harvard Global Health Institute analysis of safe school reopening policy."

EUSD would be allowed by the state to move to Phase 3 immediately, given that the district has already been open in a hybrid model. However, EUSD has said that they will not move to Phase 3 either now or using the state guidance for new elementary re-openings above. Instead, EUSD does not plan to move to Phase 3 until the county has been in the Red Tier for multiple weeks. The Red Tier requires the county to have a Case Rate of less than 7 cases per 100,000 per day. Not a single state in the United States would currently be able to meet this guideline. The Tier system may make sense for determining when to open gyms and restaurants, but does not make sense for elementary schools. EUSD has no specific characteristics that indicate it should be more strict than the state guidelines - especially since Encinitas has much lower COVID case rates than the county as a whole.

A signature on this petition is not a political statement. The state guidelines for new elementary re-openings were developed with input from public health experts and teachers' unions. Parents signing this petition support our school district, administrators, board members, unions, and teachers, and want to express our support for them following public health guidelines - including moving EUSD to Phase 3 when San Diego County has an adjusted case rate below 25 per 100,000 people.
