Background

Amidst the pandemic, five states/UTs in India, viz Assam, Tamil Nadu, West Bengal, Puducherry, and Kerala will have their Assembly elections beginning from March. However, owing to the problem of social mobility due to the COVID-19 pandemic, it is extremely difficult for people stranded in places other than their home states to reach the election booths to cast their votes. Not only is the fear of infection severe but it is also difficult for people to travel in order to vote. Hence, these restrictions might lead to a lot of people not opting to vote even if they want to. Most importantly, not all people who are working in places away from their home states are financially strong and capable to travel back only to vote and then return to their workplaces. Under such circumstances, what is needed is a comprehensive solution on part of the Election Commission in order to facilitate voters to vote from wherever they are based.

What we would like to achieve!

With the ease of travel norms, a large number of people have moved away from their home states in search of employment so as to earn a livelihood and sustain their families. This situation is common to all the states and the union territory which is going to the polls next month.  In light of the same, there is an urgent need to identify all such voters from Tamil Nadu, Kerala, West Bengal, Assam, and Puducherry and make suitable provisions for them to vote through postal ballots. This is to enable safe voting for all voters through the prevention of travel in order to vote, given that a viable alternative exists. The adoption of postal ballots or any other suitable mechanism as the ECI deems fit so as to prevent travel and thereby facilitate voting, given the pandemic from which our country has not yet recovered, would only go a long way in increasing the voter turnout.  It is the constitutional obligation of the Election Commission of India and all State Election Commissions to ensure that all the voters have an equal opportunity to cast their votes. Therefore, the enablement of voting through postal ballots for those who have left their home state is one step in ensuring that equal opportunity to vote is provided for coupled with a promise of safety for all, in these trying times.
