As witnessed during the protracted drama around the selection of the Chief Minister of Tamilnadu, the MLAs (who extended their loyalty and support to the convicted  interim General Secretary of AIADMK), elected to represent the constituencies remained inaccessible to the people of Tamilnadu. They neglected their basic duties to serve the public and prioritised the selection of the Chief Minister of Tamilnadu under the leadership of the interim General Secretary who is now rightfully convicted as a criminal for amassing wealth disproportionate to the legal source of income. The people of Tamilnadu are left to suffer due to their negligence to attend to the needs of their respective constituencies.

As elected members of the state government, they must fulfill their duties as every employee of the state government. The Government of Tamilnadu has registered offices for the MLAs to fulfill their duties. Every employee of the Government of Tamilnadu is expected to be present in the office premises and fulfill their duties.

We see MLAs, MPs and Councillors regularly at public gathering and away from their offices and yet get paid for that. Since these employees of the Government of Tamilnadu are elected directly by the people of Tamilnadu in their constituencies, they must be availabe and accessible for the voters while they hold the office. They are mere employees of the Government of Tamilnadu.

A law must be passed to enforce the availability and accessibility of the elected officials of the Government of Tamilnadu in their office within their constituencies everyday they hold the power of the office, except government holidays. Only those among them elected by them as Chief Minister of Tamilnadu and Mayor maybe be exempted from their constituencies. But, they too must be availabe and accessible at their respective offices away from their constituencies while they hold the office. If any necessity arise for them to be unavailable and inaccessible due to private reasons, it must be formally and officially be notified to the public and their superior in writing and suitable replacement officer must be deputed to fulfill their duties in their absence.

P.S- I need this to be implemented pan India, so that the honest citizens of India don't suffer because of the negligence of the elected officials in government offices - Central, States, Metros, Districts, Towns and Panchayats.
