Kathryn Garcia started this petition to El Paso Police Department and

I am writing to beg for your assistance in the unsolved murder of Terrance L. Kinard Jr., on January 26, 2019. T.K. is the son of an Army Veteran, Keisha; the son of an Active duty Soldier and his wife, who is also Active duty. This is an entire family that have served and continue to serve their country faithfully.

T.K. was a good kid, Co-Captain of the Chapin High School Baseball team. T.K. lived at my house like many of the football and baseball players. The term "Army Family" was real in my home as Chapin High School is the closest high school to Fort Bliss, one of the largest Army installations. Every kid that entered my home was fed, I spoke to them and a few of them called me Mom, T.K. was one. After spending the night at my house Saturday evenings, T.K. sat next to me along with my family attending church. He was a GOOD kid with an amazing smile and a tremendous heart.

Someone took T.K.'s life on the streets of Northeast El Paso where my children grew up and his killer or killers are free. My children have served a deployment in Afghanistan simultaneously. I have dealt with the thoughts of what I might do if I lost them in combat, but at least I would know how and why. T.K.'s mother who was dealing with cancer merely days before his murder, what a burden on her heart and on T.K.’s heart at the time of his loss. Yet she has no answers!  This is just not acceptable for any Mother! T.K. was a son, a father, a brother and a young man full of potential taken before he could fully realize his dreams. Not only was he talented athletically but he was an artist and loved music, even playing musical instruments. T.K. was loved.

The family has been seeking justice from the El Paso Police Department and have been failed. We beg for your assistance. We need JUSTICE for T.K. and we are begging you to care enough to help. The family needs answers and the streets of El Paso are not safe, the streets of our society are unsafe. There is a killer walking freely and people who know the details who are simply not talking. I MUST tell you that if this could happen to T.K., it could happen to anyone's child and sadly it has.
