Dear SARS

You did not hear us. The private to private school fee comparison you introduced into your disability list in 2020 without inviting public comment as widely as you did with the latest round on 21 May 2021, does not benefit any parent whose child would not have attended a private school anyway. And we will not let you rush this through because tax season is about to start.

To explain to you how highly unlikely it is that your private to private comparison will help parents of children with special needs, let me use our family as an example: We are a single income family and live less than 2 km from some of the best public primary and high schools in Pretoria (schools fees starting at just over R20 000 p.a.). My child attended an excellent public school until we realised that special intervention was needed because he is on the autism spectrum. There are also very disadvantaged areas in this part of Pretoria. In addition, we live 500m from one of the most expensive private schools in Pretoria (R220 000 p.a.) which my child would never have been able to attend. He now goes to a private special needs school 11 km from where we live (I drive past 10 excellent public primary and secondary schools), and school fees are around R70 000 p.a. In the past, the public-private comparison tax credit meant that I got at least R20 000 back in taxes, which came in handy when our medical aid runs out in August.

You are being disingenuous by pretending to revert to the 2012 list while sneaking in your 2020 change that was not released for public discussion, or if it was, did not reach me and many other parents in my position.

(On behalf of parents who are taxpayers, bear the cost of raising children with special needs to be as independent as possible, and receive less and less help from the government, even less than children without special needs, while we are the 12th heaviest taxed country in the world. And just to clarify: in countries with higher taxes the governments look after children with disabilities.)
