The problem is the topper who are getting ranks are blocking the seat of deserved candidates and then going to foreign university and on later stage blaming India. Where as the deserved candidate loses hope as his seat is blocked by topper and henceforth he/she commit suicide? 

The solution is those who are appearing for foreign exam should not be given chance to give govt exam as they lack trust with the govt university people die to go to IIT NID and the topper chose MIT Oxford. So debar them from govt exam or else impose a penalty and law after securing rank they cannot leave the seat empty they have to study in India itself.

It a request to all to sign this petition looking into positive aspect as the topper will study here they will help us in better progress if they to foreign they will help them not us as they will be money minded as they have to payback the fees which they owe.
