Since 2011 when the initial planning approval was granted for the Windmill View development, the provision of community football pitches has been a planning requirement of the developer and included within the Section 106 agreement

275 dwellings (including affordable housing provision) a community building on 0.5 ha, formal and informal open space (including football pitches, multi‐use games area, children's play space and allotments) together with associated access, car parking, landscape and drainage

Numerous meetings have been held with key stakeholders (which have resulted in amendments to the community centre in order to accommodate storage and changing facilities for the football pitches) until a unilateral decision was taken by EHDC to remove the requirement to provide the proposed pitches. This decision was based on two factors, cost and a petition from nearby residents against the proposal. The cost cited was based on a single quotation, with no apparent alternatives considered to reduce the costs.

The additional football pitches in the area are required to facilitate the increased demand for boys and girls football within Clanfield, currently being provided by Clanfield FC (CFC). There are also no facilities to support any special needs or walking football, which having the community building in close proximity would make these pitches the most suitable location to enable these activities to take place.

For the 2017/18 season CFC has 14 youth football teams, (including 2 dedicated girls teams and a colts team for 5&6 year olds), with over 150 children from within the village taking part in regular football, from Under 7’s to Under 18’s requiring pitches to play, 5, 7, 9 & 11 aside matches. The current lack of facilities in the village mean that the majority of teams have to travel outside of Clanfield to play “home” games in either East Meon or Buriton. The current Colts group is oversubscribed and could easily produce another 2 teams for next season. These pitches at Windmill View would be for 5 & 7 aside games, thereby catering for the youngest “mini-soccer” teams from Under 7 to Under 10.
