Lanchester - School Run Parking Enforcement

A Freedom of Information request has revealed how little Durham County Council are doing to enforce parking restrictions in the village of Lanchester - particularly around our schools.
I requested full details of the parking enforcement visits made by the County Council’s enforcement contractor in school run hours throughout the whole of the autumn 2017 term. This showed that the enforcement patrols visited the village ten times in the morning school run hours - yet issued only three tickets. Even worse, throughout the whole autumn term, they never visited the village during the afternoon school run. Yet they regularly visit the village after 5:00pm!
As a father of children at two schools in the village, every morning, and every afternoon, I see irresponsible parents parking on double yellow lines outside of our schools - sometimes as many as six cars and vans on double yellow lines outside the Community Centre. Just this week I have witnessed a child almost being run over due in part to the chaos this causes. The schools are doing everything they can, yet the County Council are rarely sending anyone to tackle this, and when they do, they seem to be after an easy life, and take no action. They need to act urgently - before a child or parent is injured or killed.
As a community, we are calling on Durham County Council to instruct their traffic enforcement contractors to take regular traffic enforcement action in Lanchester village, to prevent parking on double yellow lines during school run hours, on a regular basis, in both the mornings (between 8:30 and 9am) and the afternoon (between 3:15pm and 3:45pm).
