Long-Term Care: Care Standards and Staff-to-Resident Ratio

To the Legislative Assembly of Ontario:  Policy changes are required to improve the living conditions and services that residents in Long-Term Care (LTC) Homes receive.

Front-line staff of personal support workers (PSW) perform the bulk of care in LTC homes.  There is a shortage of PSWs across the province.  The decline in available front-line staff has resulted in inconsistent service in a timely and safe manner.  Therefore, the current front-line staff are overworked because of understaffed conditions.  These conditions make it difficult to recruit and retain staff and much of the work is falling on struggling nurses and PSWs that are on duty.

Therefore, we, the undersigned, petition the Legislative Assembly of Ontario as follows:

1.  Update the LTC Homes Act to include: 
a) Minimum care standards of 4 hours of hands on care a day for residents within LTC homes;
b) Mandatory Staff Member-to-Resident ratio to reflect an adequate level of care encourage recruitment of new staff to the field.
