The decision regarding the implementation of direct transfer of fellowships for research students coming under agencies includes DBT, CSIR, and UGC to their bank accounts through public financial management system (PFMS) is a progressive one. This initiative is proposed to reduce the corruption and cumbersome official formalities existing in the current regime. The initial notification about the same was received in November 2016, and various updates to the system have been notified at various times up to March 2017. Under the existing schemes, we received our fellowships until March 2017. However, no funds have been released subsequently, and this is severely affecting the research students whose only financial support for day-to-day sustenance is met through these funds. We have contacted the funding agencies but have not been able to receive any satisfactory explanations on the release dates and mechanism of the dispensation of funds like contingency etc. Students are utilizing contingency grant for attending conferences and workshops, the settlements of whose bills under the new direct transfer system are also not clear. We appreciate the initiative by the Ministry of Science and Technology to take such enormous efforts to digitalize the existing fellowship transfer system, but we request for speedy disbursal of funds and clarification on the contingency details which will help us to focus on our research.
