CSIR holds the Joint CSIR-UGC NET Examination for determining the eligibility of the Indian National candidates for the award of Junior Research Fellowships (JRF) NET and appointment of Lecturers (NET) in certain subject areas falling under the faculty of Science & Technology, twice every year. In this NET exam, combining all the five subjects conducted jointly by CSIR-UGC yield approx 2700-3000 JRFs and more than 3500 LS/ per exam. A successful candidate (Test qualified) in NET exam can obtain his Research Fellowship or Asst. Professor appointment only after getting the Award Letter from the CSIR/UGC, otherwise whole thing taken as a provisional merit.
Now the dilemma is CSIR delaying the issuance of Award Letter to the NET, June 2017 qualifier and also delaying the declaration of results of NET, Dec 2017 due to a pointless issue. A legal case, LPA-2247-2017 (O & M) Council of Scientific and Industrial Research V/s Ramandeep Kaur is stacked in the High Court of Punjab and Haryana. Ramandeep Kaur, a examinee in the CSIR-UGC NET Exam, Dec 2016. have not qualified in that exam and subsequently she brought allegation to CSIR through a legal petition in the High Court of P&H for dispute in question no. 44 and 71 of Booklet-B of Physical Science Test. The case is running for almost a year. Court is giving tarikh pe tarikh (date after date) and adjourning the case with no real progress. CSIR thereafter delaying all its responsibilities towards fellow NET qualifier and prospect graduate student communities.
NOW, THE BIG QUESTIONS ARE:
Why you people (Petitioner and Respondent) not present with all the evidence to proof your respective point in the Court in due time?
Is this question issue is big enough to stretch the matter for a year almost?
Why should the future of thousand & thousand students of other then Physical Science paper will get stacked due to a dispute in Physical Science paper?
Why should CSIR delaying Award Letter issuance to NET June, 2017 qualifier and result declaration of NET Dec, 2017, for a dispute in NET, Dec, 2016 case (whereas certificate to NET Dec, 2016 is already disbursed)? Does not it sound silly?
How can an Institution (CSIR) of such high honor, can disown the negligence happening with fellow NET qualifiers?
This is a major crisis in the budding research fraternity & scientific society. When CSIR can issue certificates to NET, Dec 2016 qualifiers despite the dispute in that exam, there is no point in holding back the certificates of qualifiers in other edition of exams. A dispute in Physical Science paper isn't justified to cause a trail of tension for examinee of other papers. STOP THIS NONSENSE.
Hereby, this petition is presented to draw the attention of Dr. Girish Sahni, Director General, CSIR and Dr. Ashwini Nangia, Head, HRDG to fast track the issuance of Award Letter to CSIR-UGC NET Exam, June 2017 and declaration of exam results conducted thereafter.
