Approve more low income housing

With the prices of rent on the incline in Los Angeles, CA many families are becoming homeless. I have several family members who have gotten to the point where they are on the verge of sleeping in their car because they just can't afford rent. People are working full-time jobs and their earnings still aren't enough to  afford a single apartment. When applying for a apartment it is asked that you provide proof that you earn double and many times triple the rent. How is this possible when you can barely afford the rent once? This problem is the root of many other on going issues and homelessness will continuously be on the rise unless help is received. If more low income housing was offered it would resolve many of the issues including allowing someone to live somewhere while working and saving in order to purchase a home or rent a bigger space which would in turn make a opening in that low income place for another person who needs it.
