The current Superintendent of Deerfield Public School District 109 will be retiring at the end of the 2012-2013 school year.  The purpose of this petition, signed by Deerfield parents and taxpayers, is to ask the current Board of Education (BOE) to NOT make the final hiring decision of the next full time Superintendent.

This petition is a vote of NO CONFIDENCE in the ability of the current BOE to effectively hire a leader of the school system.

We ask that the current BOE take one of the following actions:

1. Appoint an interim Superintendent for the 2013-2014 school year and allow the next BOE to hire the next full time Superintendent.

2. Start the search but do not finalize the hire until after the next BOE is seated in April, 2013.

The reasons for wanting this are as follows:

- The current BOE is out of touch with the parent community of the district.  During the last few months, the BOE has admitted that it does not seek input from the community unless a problem is identified by the Superintendent.  Parents have been bringing issues to the administration for years with very little results.  It was not until the recent teacher contract negotiations that the BOE actually heard these problems first hand at board meetings.  They were unaware and caught off-guard by the overwhelming distrust of the administration by the parents.

- The current administration, with the full support of the BOE, has completely ruined the working relationship with the teachers.  Part of the reason the negotiations took so long was that the teachers held out for contractual protections unheard of in other districts.  This administration has consistently shown a lack of good faith in dealings with the teachers.

- The delivery of special education services had become so inadequate that the teachers felt they had to put special provisions in the contract to improve services.  These provisions were wholeheartedly supported by parents.  Teachers and specialists employed by the district were routinely discouraged from offering professional guidance and recommendations regarding students with IEPs.  Even though the district held parent "focus groups" all of the problems were not addressed.

- The hiring decisions previously made by this BOE and this Superintendent have been poor, and on occasion, disastrous.  A principal was hired and had to resign after being accused of criminal activity.  A HR Director was hired after being fired as the Superintendent of another district for presiding over TWO teacher strikes.  This individual was a major factor in the recent DPS teacher negotiations.  A Caruso principal was hired that had no principal experience and limited classroom experience even though parent “focus groups” made it clear that those were very important issues.

- The current BOE has become a “rubber stamp” for the current Superintendent.  There is never a dissenting vote on any issue put before the Board.  There is little or no discussion of instructional programs.  There is no reason to believe this BOE is able to conduct an effective search for a Superintendent candidate that is not the hand-picked successor of the Superintendent.

Again, for these reasons we ask that the current BOE take one of the following actions:

1. Appoint an interim Superintendent for the 2013-2014 school year and allow the next BOE to hire the next full time Superintendent.

2. Start the search but do not finalize the hire until after the next BOE is seated in April, 2013.
