Brampton is in the midst of an illegal second unit crisis that is leading to overcrowded housing.

A second unit is a self-contained residential unit that can be located within any part of the house such as the basement. To be considered legal, a second unit must be registered with the city and built in accordance with the safety requirements under the building code, electrical safety authority, and local zoning by-law. Unfortunately, property owners and businesses are participating in an illegal housing market by either creating illegal second units, or purchasing investment properties to illegally rent them out.

These illegal second units are all over the city and are causing multiple tenants to live in one unit (which can sometimes contain as many as 17 tenants). Overcrowded houses are changing the character of our neighbourhoods by bringing down the value. Having multiple tenets in one unit may be also be contributing to the spread of COVID-19. Since these units are not built to code, there has been an increase in illegal second unit fire-related emergencies. Finally, many of these tenants are unaccounted for causing Brampton taxpayers to be supporting these un-identified tenants when they use the city's services, programs, and infrastructure.

We need Premier Ford to update the Fire Protection and Prevention Act and the Building Code Act to allow city enforcement officers to enter into homes suspected of having an illegal second unit. Without the help of the province, Brampton is at risk of turning into a city of apartments.
