A man who called himself “Mr. RTK (Rape, Torture, Kill),” was recently released after spending two decades in a California state hospital, has been arrested in Arizona and placed in Phoenix after intimidating the mother of his young sex offense victim online. Mr.RTK’s real name is Cary Jay Smith. Smith has even admitted that if released he would offend again before being arrested in Arizona. This evil human being should be sent to California and out of our city before he hurts innocent people in our state the next time he is released and offends again.
