It is observed that the misuse of APARs by the Reporting and Reviewing Officer in Government sector has been increased to the lower cadre Officer. In return lower cadre Officer putting all his efforts for his work and they are neglected by the Higher authorities of the Organisation.
Recently in one of My friends APAR Reporting Officer graded 9.6 Points but by the Reviewing Officer made it 7.9 without any reasons whereas same Reviewing Officer given 9.8 Previous year (may be taken as personal grudge) which is very less in his career , due to this he was rejected for posting into abroad. This is injustice made by the Reviewing Officer. When Representation was sent to higher authorities , No change has been sent. if such activities happens in the Organisation employees will loose faith towards organisation and the work attitude.
