People who make false accusations need to be penalized

Problem
I am writing this petition in hopes to discuss the issue of people making false accusations and getting away with it. This is an ongoing issue in the press, whether it's a celebrity or a politician. I have followed some of these stories and most of them end in false accusations, We can not continue going on allowing these people male and female who make false accusations for their own agenda. Weather its to pass blame when they get caught, political gain, or the well-known 15 mins of fame. However I never imagined this would fall so close to home with my family.
Solution
We need to have some sort of discipline action for false reports. It's not fair that you can potentially ruin someone life by making a false accusation just because you want to. There needs to be a law written that makes it a crime/felony. They are not only potentially ruining someone's life, they are wasting tax dollars by using resources for their false accusations.
Personal story
September 1st 2018, started as just another day for my family. However by noon that all changed. My son's girlfriend at the time; who he had not heard or spoken too for a few months, messaged him. She Made some claims against her mother which did not set well with my son. He is a child who lived through years of abuse from his father, before we were able to get away from the situation. His girlfriend said she had contacted the authorities who were not willing to help her. This is a girl he has known for the last 6 years, He felt it was his responsibility to help remove her from the abusive situation and help her get help. He made the choice to drive down to where she lived and bring her back to our home. He explained to us upon arriving home the situation and we talked with them about the steps she would need to take legally to get out of the situation she was claiming with her mother. We all went to bed and the next morning I turned the girl over to our local police department, her mother had file a runaway report. When the police officer came to pick her up we went over the information she had provided with the claims against her mother. The officer explained to the girl the same process we had to remove herself legally and agreed to get her the information and paperwork before her mother arrived to pick her up.
A few hours later I received a text message from the girl's mother accusing my son of rape. The girl's mother said that her daughter told her that my son had raped her. We confronted my son on the accusation. He explained exactly what had accrued the night before. Which involved some kissing, that led to a hickey the girl had given my son and the start of mutual intercourse where my son got scared of getting caught by us and stopped it. I contacted the officer who had picked the girl up from my house and explained the text I had received. The officer explained that the girl had shown no signs of said accusation. He continued to explain that he along with 3 other officers had spent the last 5 hours with her. She had told the officers that she felt safe at our home and that's why she choose to runaway there. The officer told me that if a detective came and talked to my son to make sure we give them his name and number and he would testify to the girls actions and words.
About a month later I got a call from my son; he was at school when a detective pulled him out of class to question him. My son was shaken and scared. The officer did not contact me until 15 minutes after I got off the phone with my son. The officer explained that he was turning my sons testimony along with the picture of marks left on my son by this girl and text messages between the two of them which clears my son of any wrong doing in his eyes. The officer went on to explain that it was totally up to the District Attorneys office if they chose to go ahead with charges against my son. But he was reporting that in his professional opinion there was no charges to be filed against my son. I asked him what steps I could take against the girl and her mother for the false accusations, in which he told me there was really nothing we could do. He said I could ask the District attorney about it but there is usually not much traction with those types of cases. We are still waiting for the District Attorneys office to make a decision on this case.
I am writing this today in hopes to shed some light on this issues. My son was trying to help someone he loved get out off an abusive situation that they claimed they were in. With him doing this, when she got caught she lied and turned on him. My son had to learn the hard way that helping someone is never worth it. As sad as that is, this is the harsh world we live in. This accusation can ruin his life. He is a 17-year-old senior, Planning on going to college and making his life better. We are still awaiting the D.A's decision on this case. Even with the officers testimonies and professional reports my son is still not in the clear. He has to go along every day acting like his life is normal knowing deep down that we are still awaiting a final verdict. While this girl goes along with her life-like nothing is wrong.
