Problem
My name is Bonnie Weber and I am demanding change in the city of Jamestown New York and Falconer N.Y in Chautauqua county in the state of New York. Many tenants are suffering in deplorable conditions this county calls housing. These homes are not in compliance to the laws, rules and regulations of this state and county. Landlords are frauding Chautauqua county department of health and human services in Chautauqua county with illegal dwellings, welfare fraud and more. The landlords of Chautauqua county in the state of New York are not required to repair their dwellings not even fit for a dog house yet alone a home for a human. The landlords that are vochured through department of health and human services agency are not required to abide by the laws because the county of Chautauqua and state of New York allow said individuals to hide behind waivers and corporations and LLC and well paid attorneys because they can afford them off of the profits they make scandaling and extorting funds out of federal funded programs and working people. My 8th judicial court system of Chautaqua county in the state of New York tosses people to the streets like trash every 72 hours disregarding the rights of people, tenants and even the disabled. Property owners, agents, accountants, friends of property owners, landlords, are allowed to take illegal steps of actions taking the law into their own hands against tenants as they force them out of dwellings on acts of retaliation which is illegal when they stand on their rights that should be protected under the United States constitution. Unfair and unjust rulings and unlawful acts result as property owners take the law into their own hands. In my experiences when I have reached out to my local law enforcement agencies of Jamestown New York and Falconer N.Y in Chautauqua county in the state of New York my officers who took an oath of office they only protected the people with the money instead of my disabled son or the people. The chief of police of Ellicott town police department left the property owners name off of the report because he was a big shot attorney. These landlords have the monies to repair their dwellings but my judges of the 8th judical court system of Chautaqua county in the state of New York constantly turn a blind eye to the laws of this state and unfair and unjust rulings are made and many families become homeless in just 72 hours. Many people are suffering in Chautauqua county. They live with bed bugs, roaches, rats and mice. I personally have lived with broken heaters, uninsulated rooms when heating laws were in effect. I had a fire in my home putting the risk of me and my children and my cat in harm's way because the property owners, agents and accountants failed to abide by the laws. When I had a scheduled court date my legal council did not appear after a phone call was exchanged with an elected official. Due process was not served. I have been in temporary housing since April 20, 2018 when I should of been protected from the attorneys representing the clients arbitrary ways and my property owners, agents and accountants unlawful actions of retaliation for wanting the housing I was required to pay for. The judge didnt even look at my evidence and stated she had the state assembly evidence but she never even looked at my evidence before making her ruling on March 22, 2018. My attorney did not appear and gave no notice he couldnt represent me until the day of my court appearance he sent me a letter. After a personal phone call was exchanged he never showed up. I stated I was suppose to have an attorney present but Judge Gerace moved forward anyways because he was a free attorney I was eligible for and did not pay cash for. I was thrown into an immediate trial and was deprived of the property that has cost me 15,000.00 because the property owners and acting agents didnt abide by the laws of this state and county. Many people are suffering in this county of Chautauqua and the state of New York because this county refuses to bring the housing up to the codes of this state. They are forcing people to live in aspetos which causes cancer, they have left aspetos debree just laying on our sidewalks offering no warnings of the hazzards. When a tenant complians about the conditions that are paid for the property owner forces the subjects out of the house by either condemning their own properties or court proceeding where a tenant should be protected under tenants rights because the landlord is not upholding his responsibility and duties of a landlord or property owner. These property owners are not only allowed to operate and hide behind waivers and corporations and LLC they are not even required to have a ny state operating license. Hundreds of families, childrens, elderly and individuals are living in very unsafe and unsanitary and dangerous conditions that can place the lives of them and their families in immediate danger. Many people are becoming sick as a result of living in such poor conditions. The lives of the people do not matter in Chautauqua county in the state of New York because all this county cares about is funding. They recently just requested 4 million dollars by my county executive George Borello. The commissoner of health and human services states temporary housing has doubled. They make no plan of actions to ensure the safety of the people who are required to use the vochured landlords of department of health and human services. They do not inspect the places that funding pays for and many families are suffering in today. The property owners of Chautauqua county are allowed to sign a waiver even though they are collecting alot of monies in rents each month between working people and funding obtained through varies means. There revenue avenues are over 200,000.00 but they are allowed to continue to put the lives of the people in danger because once a property owner makes as much money as possible of frauding Chautauqua county department of health and human services and the working people, the city then begins to profit off of the unlivable properties and homes filled with aspestos and many other serious health hazzards in the Chautauqua county auctions. In the auctions these property are sold blind. They are sold to known drug dealers and drug houses are created and that is why Jamestown New York is among the top ten most dangerous places to live. We have needles just laying on our streets as the county of Chautauqua brings low income families to Jamestown to obtain as much funding as possible off of them. When an individual buys a home the city or town gives them the notice the previous property owners should of had to repair and the new owners are now required to repair the slumlords property. The slumlords profit greatly while the person buying the home unaware of its dangerous conditions are given x amount of days to repair the dwelling or they will face fines from the city or town. There is no disclosures about if the home was a drug house or if it is filled with aspetos which is a hazardous condition that causes cancer. On judicial proceeding for code violations the elected officials stand in the way of making these property owners repair their dwellings in accordance to the laws of this state and county rules and regulations. The property owners are only required to do the bare minimum work. I am bringing my petetion to my President of the United States as a U.S. citizen because my elected officials have lost all heart. They protect the money instead of the people. Prior to creating this petetion I have reached out to two mayors both Jamestown and Falconer N.Y in Chautauqua county. The senator Catherine Young , the state assembly Andy Goodell (his law firm evicted me when i should of been protected from the unlawful acts of retaliation from his clients), I have reached out to my congressman Tom Reed, my juidicial system Judge Gerace, legal assistance of wny law Patrick Slagle, Jamestown mayor Sam Teresi, Falconer mayor James Rensel, governor Andrew Cuomo, Chautauqua county Sheriff's department, Jamestown Police Department, Ellicott police department. In the past we have submitted a petetion to mayor Sam Teresi gathering over 3,000 signatures for change on stricter laws for bullying and they did nothing. For 8 months constantly I have been strong in my battles on changing the housing and the area of our town. I have sent over 700 emails, made over 300 phone calls, and have submitted over 133 letters for investigation. I have given public notice, I have sat down with elected and appointed officials. When I requested to speak to the senator of this county I was informed that was not going to happen. The same result was with the commissoner of health and human services of Chautauqua county in the state of New York. I have met personally with some of my elected officials but no action was done except they cleaned the dangerous aspestos off a main road. They were going to do that anyways though so they could continue to make money off of the slumlords property that they now got the land of. This county has given me a death sentence of cancer in a state where no death sentence is in place. This county failed to treat the many medical conditions it has caused to me and my children for failure to abide by the laws of this state. This county only cares about the county. I am reaching out to my President because our lives matter just not in Chautauqua county and I am hoping he will step in and make Jamestown N.Y. and Falconer N.Y in Chautauqua county in the state of New York clean up their ways, their hearts but most importantly the residences of Chautauqua county in the state of New York because many families are suffering in disguisting deplorable conditions this county calls housing. Many tenants live in fear to fight back against the wrongful acts of Chautauqua county property owners, agents and accountants, because they are allowed to take the laws into their own hands and are never held accountable by my local law enforcement and 8th judicial court system judges of Chautauqua county in the state of New York. I am asking you to help support me and sign this petition that my President will stand up against the arbitrary rulings of my 8th judicial court system of Chautaqua county in the state of New.

Solution
This problem can be solved with removing property owners protective invisible sheild that has been granted through hiding behind corporations and LLC and waivers. I am requesting the homes of vochured landlords of department of health and human services be immediately inspected to ensure the safety and well being of the people living there that funding pays for. I am requesting the needles get cleaned off the streets because this county has such a greed for funding they have placed all of us in danger with their greed as needles just lay everywhere because the people are losing their self worth at the hands of Chautauqua county department of health and human services many nefarious agencies that only care about profiting and have lost all heart for the people.
