The sovereign people of Nicaragua hereby respectfully requests the Government of the United States and the honorable President Donald Trump to apply the Nica Act and the Magnisky law to the Chief of the Nicaraguan Army, General Julio Cesar Aviles Castillo.

The reasons that support this petition is the criminal and murderous complicity of the Nicaraguan Army against the Nicaraguan people.

General Julio Cesar Avilés Castillo is directly responsible for complicity in multiple crimes against humanity as reported by the Interdisciplinary Group of Independent Experts (GIEI).  (*)

Likewise, General Julio Cesar Avilés Castillo openly violates the constitutive law of the Nicaraguan Army since he cannot allow the existence of paramilitary forces, or parallel armies within the country.

However, it is evident that since the events of April 19, 2018 to date, irregular forces are operating in Nicaragua mobilizing and murdering the civilian population with impunity.  These irregular paramilitary forces act with weapons of war that have been supplied to them by the Nicaraguan army.

Many of the deaths that occurred during the peaceful marches of the town were executed by expert snipers with rigorous military training in the Nicaraguan army.  The accuracy of the shots mostly in the head and lethal areas of the human body confirms this.

General Aviles violates article 95 of the Political Constitution of the Republic of Nicaragua which clearly stipulates: "There can be no more armed bodies in the national territory, nor military ranks than those established by law."

Thus, it is obvious that both the Political Constitution and the Organic Law of the Army compels them to act immediately, disarm the paramilitaries and collaborate with the authorities to punish the guilty. ”  But General Aviles ignores the law and allows crimes against humanity against the Nicaraguan people.

 Additionally, General Julio Cesar Avilés Castillo is an accomplice of rampant corruption in drug trafficking and money laundering businesses.

The popular Facebook portal, Movimiento la Voz del Pueblo, made a list of the businesses within the Institute of Military Social Welfare (IPSM) of the Army of Nicaragua until 2009 and the source is the prominent transnational Price Waterhouse Coopers and endorsed  by the Comptroller General of the Republic.

He also states that this is the real reason why the Chief of the Nicaraguan Army, Julio César Avilés, defends, regardless of the damage to the institution of the military institution against public opinion, to the dictator Daniel Ortega.

The investments are practically billionaires and the money taken from the coffers of the State of Nicaragua.
