Dr. Donald Cline was a fertility doctor who used his own sperm on the women he was treating for infertility. As mentioned in the Netflix documentary "Our Father" Cline was not prosecuted for rape or battery due to the state of Indiana's definition of rape and battery. To this day the many children he produced are still being discovered through genetic testing. Thanks to the actions of one of his children, Jacoba Ballard, and this documentary many other fertility doctors that have done the same thing have been discovered.

Thankfully, Indiana law has been changed, but this petition is to change not just state law, but national law as to what the definition of rape is to include deception. This is because the main issue with the current laws is that rape includes being non-consensual and, unfortunately, the women in this case consented, but they were unaware of who's specimen they were receiving.
