We are living in 2018 and India has undergone tremendous changes but is still following the IMC act which was framed in 1956 which is out-dated and is not adequate to handle the changing ground realities. We see thousands of Indian doctors go abroad in the present millennium to do post graduate courses unlike in the 1950’s , hence we need a new bill/act which can cater to changing times. The NMC is a welcome step in this regard and we appreciate the special provisions made in section 33-37 of the NMC bill. We request to incorporate suitable provisions in the NMC bill that will enable the Indian doctors with foreign degrees to come back and practice in india. There is so much shortage of doctors in rural and urban areas; more than 50000 doctors pass from medical colleges every year and of them only 15000 get PG seats & nearly 35000 MBBS doctors are left without PG. The question arises what should these 35k doctors do. They have no option than doing DNB or go to other countries for PG. We would like to inform that every year thousands of doctors take up post graduate courses from foreign countries like Nepal , china , Russia, middle east and other European countries due to that fact that the post graduate seats in India is way short of the number of MBBS seats. They do not have any other option than to look for off shore courses instead of paying crores of rupees in capitation fees for a pg seat. Some of the degrees are recognized and many are not. Many of these doctors are willing to come back to India and practice and serve the country but they are unable due to restrictions in the system and the main impediment is the IMC act 1956. India and the doctors should not suffer because of the fault of the system. MCI had never addressed this problem. When they want to come back to India there is no provision for them to practise in India. The need for revamp is a much needed one considering the failing health situation.If there is mechanism to bring them to the main stream it would be beneficial to the country in general. At present there is no such mechanism in place to bring them to the main stream due to the deficiencies in the IMC act 1956
Even when they come back they have to work like MBBS even though they have a PG qualification and good experience. Despite several requests to MCI nothing has been done. If there is a provision to conduct a screening test or exit exam at PG level it would help the Indian doctors who have foreign post graduate degrees to practice in India which will improve the doctor patient ratio
A country like USA allows a person of any nationality to come and practice in USA after an exam then why can’t India have an exam for its own citizens who study abroad and want to come back to India. Even the Indan govt should welcome its own citizens to come and practice in India.
We welcome the bill and request the parliament to incorporate provisions for Indian doctors with foreign post graduate degrees to practice in India
