We, as citizens of Sri Lanka, want the government of Sri Lanka to commit to not signing any international treaty on pandemic prevention and preparedness established by the World Health Organization (WHO) unless this is approved by a public referendum. Furthermore, WHO has its own Constitution and may be inconsistent with the Sri Lankan Constitution.

Under articles 10 and 11 of the Sri Lankan constitution, every person is entitled to freedom of thought, conscience, and religion. No person shall be subjected to torture or to cruel, inhuman, or degrading treatment or punishment.

Giving authority to an international foreign WHO constitution will undermine the human rights guaranteed by our constitution and will be inconsistent with the Sri Lankan constitution. If in the future, mandatory vaccinations are implemented by a foreign authority on Sri Lankan citizens, it will be unconstitutional and treasonous according to our constitution.

We believe the public must be furnished with the full ramifications of what and how any pandemic treaty could affect them and be given a public vote on whether Sri Lanka should sign up before the Sri Lankan government signs up to this proposed WHO pandemic preparedness and response treaty.

We, the Sri Lankan citizens, petition the following:

Proper public participation on the matter proposed by the above-mentioned Treaty and on the Amended International Health Regulations;

Proper public participation about whether Sri Lanka should sign up to any aspects of the above-mentioned treaty that will give all-controlling powers on pandemics to WHO.

A proper debate in Parliament after public submissions have been made and approved by a public referendum.

That no delegation or department represents the citizens of Sri Lanka without their consent.
