I work with a lady,a good kind hard working woman.she used her debt card to get a car out of her name,the next day she found her bank account was frozen by the dmv and she was $7000 in the hole for forgetting to turn in her tags.i find this unacceptable.so this is what i propose 

1. a hard cap on all dmv fines so they can't keep charging people forever
2. remove the dmv ability to freeze bank accounts.
3. an amnesty period every 4 years so people take care of their fine{s} at a reduced price
