I want to see a well off public library construction with the help of NGO in the Gurez area which is an underdeveloped area on the border between India Pakistan. Since public library is government funded, so government has a prime role.  This step will help poor people to get free books: both academic & non-academic. This place (Gurez) is culturally distinct with its own language called Shina. The people are known as Dards who are believed to be of Aryan stock.

 Building a public library would help preserve the local culture as well. This place has less scope for private sector so being a part of government services is first preference. That will happen when people get all round knowledge. And knowledge lies in libraries where students can study for peaceful hours. This place bears the brunt of shelling between India Pakistan which impacts the psyche of every body: women,children and students. If cross fire over border is sign of darkness; building a library would a a sign of enlightenment.

   Gurez has population of more then 37 thousand according to 2011 censuses.considering the population growth rate,the new census would touch it above 45 thousand. Geographically, this region lies in middle Himalaya and remain lopped off from rest of world for 5-6 months in winter due to extreme precipitation. Harsh winter is the cause of migration for middle income class people, who bestow good education & health facility to their family and children out side the Gurez. Those who stay in winter are bereft of both education & health facility and this makes them more poor considering their economic status. Private tuitions and coaching don't happen and those who teach or have the capacity to teach quality education migrate to rest of the Kashmir valley. Here lies the tragedy.

The role of public library would not promote knowledge but will help develop our future. There is a greater apathy and indifferent too from those people who are socio-economic all well-off and have migrated long before from this valley. There is negligible positive pressure on government and any sort of volunteerism from them on government in this regard. The well-off or the cream of this valley come in summer as tourist to relax their stressful life. But there is hope if new generation us guided to better humane values and sense of service and cooperation is developed in them.
