The barrage of noise from UTV’s/ATV’s on city streets and public lands has made living in the city of Moab and the surrounding public land nearly unbearable.  The visitor experience is significantly declining as well. 


Our National Parks are one of the few places in Utah, other than Salt Lake City streets and designated wilderness, where these vehicles are currently not allowed. In addition to noise in the backcountry, I have witnessed UTV’s (and their drivers) significantly increasing resource damage by driving off of designated routes, crushing vegetation and soil crusts, including full size junipers and pinyons, and deliberately vandalize signage. Not to mention impacts on wildlife. 


Our public land managers at the BLM, USFS, and NPS simply don’t have the funding resources to manage, enforce regulations, educate or clean up the messes left behind by this user group. Even if it is only a fraction of the users causing these problems, the effects are enormous. If the UTV/ATV community wants the privilege of racing their noise machines in the National Parks, it is time they changed their ethics and increased education to their users. 


Utah State Legislator Phil Lyman, a convicted federal land abuser who led the rally in Recapture Canyon, is behind this initiative, along with the bill that allowed ATV’s to be street legal in Moab in the first place.
