Dexters Law - is to ask the state to make a law that states as below 

Pt1 

All children with new markings such as cuts bruise scratches or ligatures lasting more than 24 hours that are found on a child during a visit by parent and or DHS are to automatically start an investigation on foster home in which child is placed in without notification to foster parents

Pt2 

Any parent founded with a bounded assessment of domestic violence in the home and or drug abuse is to be removed as a first option with child to shelter and housing facility in which would enable parent and child to stay together while parent gets the help and resources DHS is required by state to give to parents

This would not only enable the parents to get all the help and resources they need but enable DHS to stand on their mission statement which is goal of reunification.    

If these laws would have been passed when my case started my case would have went in a different dynamic there are several mothers and fathers are domestically abused the statistics say that in the United States over 10 million people are abused a year so this law right here would help to stop the separations of parents and children in that situation who are victims together and enable them to have the right resources and help needed this law would also save children from being abused and Foster home because the abuse and a foster home is as equal as the chance of an abuse with a parent they are both at the 50% I asked that you consider this this petition and pass it forward to Congress as it is necessary for the well-being of our children as a country
