Mid May 2017, the residents of Golden Street, Balewadi, Pune -411045 were in for an unwanted surprise as large numbers of dumpers started carrying material for a concrete plant to be set in Survey No 38/6, Balewadi. This is a residential area. The area has 3000 plus families who are impacted by this unauthorized concrete plant coming in the residential area.
Continuous dumpers movement all through the days are making it very difficult for the children, senior citizens to walk on the narrow road. The dumpers doesn't follow any safety norms. These dumpers speed up most of the time putting life of the residents in danger. Moreover, these dumpers carrying huge rocks are being dumped in the riverbank side which is hazardous for environment. The residents raised many complaints with PMC.
Few responses have been received from PMC’s side against various complaints raised through their official twitter handle @PMCCare. As per their response, PMC claims that they have has issued notice to the concerned constructor. Forwarded the tweets to the traffic controller, police commissioner and town planning. Residents have tweeted about it to PMC, PMC Commissioner, PM Office, CM office, Ministry of Health, Ministry of Environment and their respective ministries. Also the response from PMC suggested that they did not have NOC from Maharashtra pollution control board. But, work continued and is now completed and is operational.
Residents have also staged protest and raised many complaints through official twitter handle of PMC requesting them to stop the concrete plant construction work till the concerned constructor show the approval documents from various authorities like Maharashtra Pollution Control Board, Maharashtra town planning etc. However no action was taken by any authority to stop the work.
The residents then decided to file RTI to get the proper information from PMC. Online RTI was filed with PMC on 09.06.2017. For 30 days, there was no response received from PMC. Therefore, the first appeal was filed on 09.07.2017 which was the first available date to file first appeal. The reason for the first appeal was non receipt of response against RTI dated 09.06.2017. A response was received against the first appeal on 14.07.2017 asking the RTI complaint filer to appear for a hearing against the first appeal on 19.07.2017 in DYC Engineer Office, Savarkar Bhawan, Shivaji NAGAR AT 4.00 PM. The concerned person met the PMC officials for the hearing and explained about all the concerns. In the meantime, on 21.07.2017, a response dated 04.07.2017 was received from PMC. Although the date was 04.07.2017, the post office stamp date punched was 12.07.2017. On 03.08.2017, response on the first appeal hearing held on 19.07.2017 was received.
From the response against the RTI appeal hearing dated 25.07.2017, it is very clear that PMC did not give any approval for construction of RMC concrete plant in plot Survey No. 38/6, Balewadi, Pune 411045.
In addition to the above, the residents through MyLife foundation, have submitted complaint with Maharashtra Pollution Control Board on 21.07.2017, Police Inspector, Chaturshrungi Division, Pune on 23.07.17 and The Health Inspector, Aundh Ward, PMC on 11.07.17.
Considering the above, we the residents of Golden Street, Balewadi, Pune 411045 request you to help the residents and support them in getting the unauthorized RMC concrete plant operation stopped in the residential area.
