Deed of Conveyance: Make it automatic

I understand 70% of the housing societies have not got ' Deed of Conveyance'. People buy a flat in a building after spending their lifetime savings, however the ownership of the plot of the land is not transferred to the legitimate flat owners. Why? Because the builder remains the owner and eligible for all future benefits like increase in FSI etc.

 Why Government prefers to give Step motherly treatment to “LEGAL FLAT OWNERS

_If one purchases FLAT “Legal Way” in any building by spending Lakhs of Rupees to BUILDER, His/Her right is restricted to the Flat only n not on the Land unless and until the DEEMED CONVEYANCE is carried out_. 'Deemed Conveyance' means transfer of Right of Plot on which building is constructed to Society. 
Still the time , it might be years together , builder not carry out deemed conveyance , the flat owner doesn’t have any right on the land , even though flat is purchased ‘Legally’ and the Registration charges are paid “legally”.

On the contradictory, if one built ZOPADI or any TAPARI on footpath or on Governments land without paying a single paisa , Government by default takes granted the right of person who constructed zopadi or Tapari , on the footpath or plot on which illegal construction is carried out by granting that person’s right by default, Government puts their hard effort to give him some alternate arrangement in Constructed building…
Off course no issue in doing so. But the question is that why same is not followed in case of legal flat owners. why it is so?

Why Government is not granting the right of “legal” flat owner by default on the plot on which building is constructed as like it is taken granted in case of illegal construction. In spite of spending life earning on purchase of flat , why the flat owners right on land is not taken for granted ?

One simple way to rectify it. Govt should pass a GR that 'Deed of Conveyance' is done automatically once builder sales 10% of flats and those people registered a CHS.

But Nobody wants to do this for obvious reasons. We trust our new clean and dynamic CM will do this.
