I am a minority owned business owner who is facing adversity from the Office of Childhood Dese in Missouri. Like other new childcare facilities, I had an opportunity to take advantage of the Start Up Grant this is a grant that was put in place though CARES Act funding to help new childcare providers with increasing the number of children served or make enhancements for upgrades to existing programs in an already licensed facility in the State of Missouri. I submitted documentation that was asked for in the terms and conditions for the grant but found myself submitting documents that was not asked for in the terms and conditions such as the lease agreement for the current building being rented for daycare facility. Next Nancy Scherer became even more invasive by stopping already approved grants (enhancement grant) contacting third party contractors and engineers, even calling the current owner of building, sending staff to come out and count all inventory. I submitted a request for funds in January of 2022 its April and no funds have been disbursed just have been extremely inconvenienced. I was told that no funds would be given until the department feels necessary to do. I feel that Nancy Scherer is on a power trip, and she is discriminating against me. I spoke with Nancy supervisor Pam Thomas and was told that Nancy Scherer should be my only point of contact going forward with any matter about the grant. I am also the designee for another start up facility and they have stopped the process for their grant as well. This kind of discriminatory act really do a disservice to the children in our communities. Parents are trying to get back to work and they want a good center to enroll they children in. Also, we need the staff to compensate for children to be enrolled but that's not possible because the department has completely stopped funding for my center. I want to be an assistance to the community and help encourage every childcare provider to speak up about discrimination whenever you feel a violation has occurred. We need to encourage the department decision makers to step down, and we need to take a vote on getting a new chain of commands to follow within the department. No one is above the law no matter what position they have, and no one should ever think being invasive is okay from a supervision.
