Jeffrey Culbertson started this petition to Department of Veterans Affairs and

We are petitioning action from the Department of Veterans Affairs, New York State Senator's Chuck Schumer and Kirsten Gillibrand and fifth district congressman Gregory Meeks to reinstate the previous BAH rates for New York City Veteran's receiving the G.I. Bill and Vocational Rehabilitation to the rates that were effective in 2017. The rates of change are as follows 2015 ($3,759), 2016 ($3,636), 2017 ($4,098), 2018 & 2019 ($3,669) and now 2020 is set for ($3,234). The cost of living has NOT reduced in the New York City area, in fact it has increased. There is no properly defined reason that reflects this drop in the BAH rate. This reduction in rate of $500 per month will put Veterans in financial difficulties and there still is no clear excuse of why this has occurred. We (the Veteran's) were under the impression that the COLA survey was a Cost of Living Analysis and it reflected the cost of maintain a life in a particular area. Whoever conducted this survey (if it was even conducted at all) was not conducted properly. At the very minimum we (the Veteran's) want a clear explanation of who conducted the COLA survey and what were their findings. At the maximum we want the rate to be returned to the 2017 rate because this would put Veterans back on track with the ultimate goal of continuing education without the fear of homelessness. I challenge you to rectify this problem.
