We need to tempt people away from car use onto public transport. We could utilise the massive investment in smart motorways, which are now shown to be dangerous, by utilising them for use of the hard shoulder by public transport - buses and coaches.

This means that during busy periods when the normal lanes become congested or gridlocked, public transport would be able to cruise along the hard shoulder. For many locations this would provide an attractive alternative to car use, particularly during rush hours as it would provide fast reliable journeys and tempt people onto public transport.

Being used just for buses and coaches would considerable improve safety as public vehicle drivers are better trained and more responsible, there would be far fewer vehicles, and there could be maximum speed limits imposed.

An idea that was proposed many years ago was that the motorway network can provide a ready made public transport infrastructure with the addition of interchange hubs at the junctions. These can be used for transfers to other long distance destinations or to local transport. Utilising the hard shoulders can be an important first step in realising this system and would also avoid losing the investment that has already been put into smart motorways.

We need to get the Government and the Department of Transport to look to innovative ways to solve traffic problems. Just increasing road capacity encourages more car use and does not help with achieving our commitment to lowering carbon emissions.
