Problem
As communication became more efficient and effective today and the people have been more connected through the use of modern technology, over 75% of the places in the Philippines are now covered with internet signals. However, people in islands still decry for signal connectivity in order for them to be linked to relevant updates in our country despite being at a distance.


Telecommunication signals have not yet reached all areas in the country. Some places in the Philippines especially in far-flung areas are still not yet in access of signals due to some constraints in the location. This deprives the people in these areas from timely and relevant information that increase awareness and burdens them from participation to national developmental talks.


One of these islands is the Palaui Island in Cagayan Province. It is considered as a protected area and national park in the town of Sta. Ana in Cagayan. It covers 6.2 miles at its largest and about 3.1 at its widest. Palaui Island is the home of 632 Agta natives, holding 32 household, according to the 2014 local census.


The residents in Palaui do not have an access to telecommunication signals which hinders them to receive warnings during typhoons, weather updates, reminders for earthquake drills, and other calamities which are normally disseminated online or via text messaging. They also don’t receive updates about the recent opportunities that the government offers for the livelihood of the people. They are not also in track with the recent national issues evading our country which leads them to the difficulty to engage in developmental talks. With these, we can say that the people of Palaui Island are so much disadvantaged from the inclusive development that the 21st Century people promote.


Solution
Proposal:
This problem can be addressed with the support of the people and the government to really promote inclusive development in the country. We seek for the government to start building one or two signal tower sites in partnership with the most reliable telecommunication company in the country to possible signal sites in Palaui. This should as well cater the needs of the people including the tourists in the island to have access through messaging and online. We would also like to ask the government to provide each household in the island one mobile phone for their efficient access to updates and for their communication convenience.


If the government will be able to make these provisions for the people in the Island, aside from having convenience in communication, this would also attract tourists in the place where the seat of many beautiful wonders are. This would also equate to progress for the people of Palaui and the Philippine heritage will be promoted better.
