We, the undersigned, are a part of the Molokai community. We are OPPOSED to the current proposed Community-Based Subsistence Fishing Area (CBSFA) for the North Coast of Molokaʻi, area of Moʻomomi (ʻIlio point to Nihoa flats) for the following reasons:

1. The community as a whole did not propose this plan to the state. An organization called Hui Mālama O Moʻomomi in collaboration with ʻAha Kiole (consisting of many of the same representatives), proposed the plan to the State, then the State proposed the plan to the community with the rules already established.

2. The proposed rules will diminish our Native Hawaiian gathering rights by giving sole management to the State through DLNR.  This will put restrictions on current families who subsist off the resources to manage and regulate their own families within their generational Hawaiian gathering cultural practices and within this particular ahupuaʻa (district) of Molokaʻi.

3. According to CBSFA, the resources in Moʻomomi area are depleting because of human overfishing and this is one of the reasons for creating CBSFA to manage our resources. We don't agree that the resources are depleting. We don't need another agency outside of our fishing community to manage the resources. We want to continue to manage and maintain our resources utilizing our Native Hawaiian gathering rights by educating our children in resource management as has been done from generation to generation to promote and conserve the abundance and availability of nearshore and ocean resources. The State and DLNR have failed to identify invasive species including the seal, the taʻape, the roi, and the toau that have a negative impact on our fisheries.

*Any proposals of similar nature, giving management rights to the state to create new ocean gathering rules in areas adjacent to the Hawaiian Homes area of Moʻomomi or on Molokaʻi, we oppose those rules as well.
