Start Routine Checks on Development of Home Schooled Children

I have a sister who has been home schooling her 8 year old son all of his life and he is very far behind where he should be. He has a cousin the same age who is likely just as capable, except his attainment levels are much higher; he can read and write; he has a well rounded general knowledge for his age; he has practical and academic skills. My other, home schooled nephew's skillset is much inferior despite being get capable.
The sole differing factor is that he is home schooled and doesn't do well in the subjects he needs, especially as an aspiring physicist.
If there were regular checks on the development of home schooled children, this could remedy this problem, and subsequent action could even be sending them to a school if they are repeatedly falling behind.
This is something I feel is vital due to the rising number of home schooled children as we cannot be sure how well they are doing without checking and ensuring the best education available is being utilised.
