As young children, all native English speakers are taught that every word in the English language contains a vowel. This gets confusing when you take into account words suck as 'why', or even 'rhythm', or 'sky'. All of these exceptions all contain the letter 'y'. It also sounds as though it's a vowel, and is a vowel in other languages already, for example, Welsh. Having this as a grammar rule would also make it easier for people to master English grammar when English is a second, or even third language. The English language is already difficult enough, by making 'y' a vowel, it simplifies the language so much, and won't cause any confusion when it's changed, because that is how the language should be; simple.
