Whilst S.A is regarded as developmental state that is aspiring to be developed, Corvid 19 expose its poor infrastructure in the health sector and education where there are still schools with pit toilets and broken windows with very cold classrooms. It is recorded that almost all schools in the Eastern Cape have been closed due to learners and educators having contracted the virus. In this quarter South Africa's climate is extremely cold, that is why there will be holidays during this time, unlike in Northern hemisphere where it is Summer and in winter the virus get excited and more infections will take place.

In health sector more health practitioners are infected with the virus, to date media announced more than 800 healthcare workers being infected. Health MEC Gomba announced budgetary constraints in her department. It was announced the hospitals that are full with no beds. 
In the light of the above, as parents we feel our children are at serious risk. As parents we rather suggest schooling to start with tuition in September with the hope even then that the curve will be flattened. 

Chapter 2 of the Bill of rights which is the cornerstone of democracy in S.A, clause 11,emphasize the right to life: Everyone has the right to life.

- Professor Jaanseen proposed a pass one pass all system from grade 1-11 but a focus to be on Grade 12 where 2020 budget will focus on e-learning for grade 12. This is a good and progressive view.

- Since there are no services given to our children especially in former model C schools with high fees, we advise to pay 5% on the monthly tuition fees for the months where the children were studying at their homes. This is for bulk watsup messages and emails that were fowarded to the parents.
- For those who are staying in hostels, since they were not using electricity, water nor eating in hostels, we advise not to pay hostel fees on those months. If there are SGB teachers and house parents that are paid by the fees as mentioned, it is advisable for the schools to claim such to their UIF
