Returning children to school is a huge risk during this Covid19 epidemic. According to a survey, more than thirty per cent of schools may not have hot water, soap and hand-drying facilities in the toilets. Washing hands properly (and more frequently) in the past few weeks has led to a drop in the spread of ALL transmissible disease during this emergency, and we should learn from these figures.  

Local councils employ highly trained Environmental Health Officers to ensure food related businesses comply with Health and Safety regulations. Although trained to do so, they have no POWERS to inspect school toilets or to enforce required standards of provision or cleanliness. This is left entirely to the discretion of the head teacher, and the reason school toilets are in such bad shape is because  their provision and maintenance is limited by the school budget.

To protect school staff, as well as children and their families, I propose that Government requires local councils to inspect school toilets and that Environmental Health Officers be given the POWERS they need to Insist on immediate improvements. No school or college should be re-opened unless the facilities meet the required standards for limiting transmissible disease. Action needs to be taken promptly before children return to classrooms.

Extra cleaning of all public toilets should be a priority. Government should consider whether the statutory requirement of 30 students to one washbasin is sufficient to protect public health.
