In order for the City of Dover, New Hampshire to offer Emergency shelter to the Dover homeless community, the Mayor stated that there needs to be a demand for emergency shelter. The Mayor of Dover stated that specifically the Dover Welfare office needs to be asked to provide emergency shelter. Asking the Welfare office is what is considered "showing demand for emergency shelter" during the winter months. The need for shelter should be defined as anytime a snow storm calls for a city-wide parking ban or when temperatures stay at or below freezing for 3 days or more.

According to the State Law RSA 165 all welfare offices in the state are required to provide emergency shelter to residents who have none. It is commonly known in the homeless community that the Welfare office offers people a one way bus ticket to a homeless shelter in Boston...this seems to solve the "problem" for the city but not for the homeless people that they want to pawn off on another state. Because of this most of the homeless community has learned not to lean on welfare for assistance of any kind. Even requesting bus passes for medical appointments or job interviews is met with resistance from the welfare office.

This petition will hopefully be signed by enough Dover residents -homeless, comfortably housed, and everyone in between- to meet what may be considered a DEMAND by the City. We will show that people are people despite economic standing. We will show that it is not okay to leave human beings to fend for themselves in weather we do not leave our pets out in for very long. Signing this petition is helping win a battle that should not even exist. City of Dover welfare needs to fulfill their legal obligation by providing shelter throughout the freezing winter nights for our less fortunate residents.
