In May 2015, the Albany County Legislature passed a bill that would protect residents from damage to wells caused by industrial blasting. This bill would require blasting entities to give notice of blasting activities, conduct pre-blast tests of wells within one mile of the blast, and test wells post blast if there is any change in output, quality, or contamination of water. If changes occur, the law assumes it is the result of the blasting and the blasting entity is responsible for damages. The law does not apply to mining or blasting to install wells. The bill provides oversight by the County Health Department allowing for exemptions to the law when in the interest of public health and safety.
If the Federal Energy Regulatory Commission approves the Kinder Morgan/Tennessee Gas NED pipeline project, there will be extensive blasting through Rensselaer County that could damage wells and aquifers. This could change the quality and quantity of our drinking water and has the potential to introduce harmful toxins into our water supply. Rensselaer County citizens are asking the Legislature to pass a law that provides the same level of protection to our residents as that provided to residents in Albany County.
