Demand NFPA take more measures for crowd safety to prevent tragedies like Astroworld’21

Although there is still an investigation underway on how the crowd surge happened during Astroworld 2021, I believe overall with crowd surges and crowd safety in general, crowd management and event organisers play a great role in lowering the risk of all crowd related crises. I believe there needs to be change in the role of crowd management and organizers in order to further prioritize the safety of people in huge crowds during events. Specifically, crowd managers should be required extensive training that is longer than a 30 minute to 2 hour online course.  Overall, crowd managers/organizers should be required educational experience, volunteer experience, and a educational degree in this field. Also, they should be required to make a strict intervention plan just in case an emergency unfolds. In particular, it should be mandatory for a Show Stop Procedure to be created by organizers/crowd management, and it should be thoroughly planned and practiced by all staff who will play a role in the event as a performer or worker. The Show Stop Procedure should be required to be added to an Emergency/Evacuation Plan. Obtaining input and the concurrence of local agencies to the Evacuation Plan should also be required. Also, the Show Stop Procedure should include interventions for all possible crises. Furthermore, there should be an expert in crowd management who reviews the Show Stop Procedure in order to give feedback, such as ways it can be improved or approval of the plan. The expert should also make sure that all staff of the event know how to carry out the Show Stop Procedure and Evacuation Plan before and during the event. Specifically, the expert should oversee the organizer, crowd management, crowd control, all staff, and performers in order to make sure they are complying with all safety regulations.  It should be a requirement for members of the Evacuation Team to have experience and proper education with Evacuation Procedures, so this must be a requirement when selecting who will be a part of the Evacuation Team. If there isn't an equal amount of people selected in the evacuation team compared to those working security and crowd management, then more staff must be hired to work in the Evacuation Team. This should also apply to all staff, such as those working in security, crowd management, medical personnel, etc... This will prevent crowd management and security from adding their role as Evacuation Team if this means this will lower the number of available staff for those roles, as well as with other groups of staff. Those who are working for Security should be required to have background experience in their job role, which should include educational, volunteer, and work experience. Therefore, there should be a change in Security having entry level requirements. Also, staff of the event venue and crowd management should work together to thoroughly go over a plan with event goers of safety protocol just in case an emergency unfolds. That way, if an emergency does unfold, concertgoers and staff know how to communicate with each other of an apparent emergency that may not be so apparent if there are distractors such as loud music playing. Also, so concertgoers can be already aware of interventions they can take right away during a crisis, such as exiting in a certain path in order to avoid possible injuries. Staff of the event venue and crowd management can go over these safety protocols by making a video and sending it to each person who purchased a ticket. That way, eventgoers can be informed before the event. Also, before the start of the event, there should be time set for the staff and crowd control to review the protocols once more to the audience. If an emergency occurs, there should be an emergency button audience members can press at any time in order to have the concert/event stopped, and to directly communicate and meet with staff who can provide help. This emergency button can be a physical button handed out to audience members, or installed to an app audience members can download and access during all times of being present in the premises of the entire event. This should also be included and documented in the Emergency/Evacuation Plan. However, these interventions should be a procedure all event venues must follow as a standard regulation. That way, crowd management can promote education of safety measures to the general public not just by including it in their written plan, but also making it a requirement to share this with those who purchase a ticket for the event. At any moment, a crisis can happen in a large crowd, and it can escalate fast.  It’s important not only to raise awareness of all of this, but to promote more interventions and education to the general public. With education, the general public can properly take action during a crisis. Also, these measures promote not only primary responsibility on crowd safety on the organizer, but on all staff included during the event . These measures should be taken seriously to put the audiences’ well being first, instead of focusing on the phrase “the show must go on”. No ones life and well being should be at stake at the suspense of any event.
