The habit of government officials demanding under the table for every piece of work and delaying the files intending extra income needs a change. As a matter of fact, I am unaware of any single department which has to deal with treasury, bills, and collectorate where such incidents are surprising. Let me take an example in this case: Let's say there is a case pension grant for a retiring senior citizen, the file passing system is still lengthy and time-consuming.

This is not a complaint about the system, that where every chunk of data needed to be uploaded every single day on different portals when it comes to service book, pension and all, Is the Bihar government not capable enough?

 Anyways let's continue with the case, oh yes, the file needs to be attested, duly signed, and verified may be at the higher authority, they might have a tight schedule that is understandable it might take days, weeks, months and god only knows what should be a limit to this?

 The file again needs to be transferred to the highest official to verify. Then it comes back to the higher authority and then goes to the commissionary for clearing.

 The structure is somewhat the same for all. The thing is neither processing nor rejecting and holding the file needs a transparent system where the files can not be held for a max of three working days?
