Get rid of Rs. 100 tax charged by NCR states on cabs

Cabs plying in NCR have to pay Rs. 100 charges each time they enter the state borders of 3 states viz. Delhi, UP and Haryana. This tax is completely borne by the customer and makes the rides unreasonably expensive. The whole concept of using shared cabs also falters in such scenarios. Also when we have the concept of NCR (National Capital Region) then why do these states charge the tax on vehicles that belong to NCR region. These commercial vehicles have already paid an hefty road tax to there respective states on purchase. Also why tax on every entry? Why not just once a day even if the governments have to?
I believe this charge of Rs. 100 is outrageous by these three governments and they should thinking about doing away with it.
