Both the 2000 and 2004 elections revealed widespread voter deception and intimidation; especially of the poor. In scores of reported cases voters were told that traffic fines disqualified them, that voting was to be held on another date, and, in long lines, that the polls would close before they could vote. This is reprehensible anywhere. In our great democracy it is shameful and totally unacceptable. I urge the Senate to increase prohibition of deceptive practices in Federal elections; and support a mandatory paper receipt of vote, with every vote, everywhere.
