While usually a tradition for the passing of a president (most recently George Bush Sr.), declaring a National Day of Mourning, recognizes the day of a funeral as a one time holiday, allowing the nation to pay their respects. Betty White was a National Treasure and I believe declaring such a day would be appropriate.
