Please change the law to stop the menace of stray dog bites in India

I was recently bitten by a dog near my home. The attack by a pack of three dogs was completely unprovoked while I was walking back home from the recently inaugurated Rapid Metro in Gurugram. I had to endure several painful injections to treat the dog bite, and am yet to psychologically recover from the trauma.
Upon researching this topic further, I found data from the NHRC that states that India is inhabited by almost 50 million street dogs, and each year more than 20,000 deaths occur in India due to rabies caused by dog bites. This is a staggering figure and should cause all Indians to pause and reflect on this menace. The problem is especially acute in Gurugram.
As per current laws in India, municipal authorities can only sterilize and vaccinate stray dogs and must return them to the same geographical area from where they were picked up. This is not a solution! Sterilized dogs are as likely to bite humans as non-sterilized ones.
Per this petition I am humbly requesting the MP from my area to take ownership of this issue and come up with a better legislation than the current laws on dealing with this menace. A legislation that puts the safety of human beings against attacks by stray dogs on a higher pedestal than is currently the case.
